Resources - Re-migration trends among Britain’s immigrants

Shall We Stay or Shall We Go? - by Tim Finch, Maria Latorre, Naomi Pollard and Jill Rutter
Price: £12.95 - ISBN: 9781860303265

In this report ippr sets out to quantify and analyse re-migration from the United Kingdom, and to understand what motivates immigrants to leave. The phenomenon of re-migration – in other words the emigration of immigrants – has not, on the whole, been well documented or understood. But policymakers should care about re-migration and know more about those leaving.
This is particularly necessary at a time when the processes for controlling and managing immigration are being tightened, with the aim of selecting immigrants on the basis of their skills. International competition for highly-skilled migrants is intensifying and it makes no sense for the UK to succeed in attracting such migrants only to lose them quickly because of re-migration.
The report is based on a major international research project ippr undertook in 2008. It uses a wide range of original qualitative research undertaken in a number of countries and involves a comprehensive analysis of all the data relating to re-migration. In mapping an often hidden migration flow we hope it will help all levels of UK government to better manage migration to and from the UK, as well as contribute to international policy debates about onward migration, super-mobility and reintegration of returned migrants in their home countries.

Resources - Migration and Community Cohesion: Community Development Responses

Community Development Foundation’s new briefing is a handy primer on key issues relating to cohesion and migration. It outlines the interim findings of an ongoing piece of work with community development practitioners to explore community development approaches to building cohesion in areas affected by migration. Among the issues it looks at include:
- How community cohesion can be built in areas with transitory migrant populations
- How CD approaches can bridge language barriers
- The difficulties involved in gaining access to migrants in isolated areas
- The ongoing issue of responding to tensions triggered by negative and inaccurate media reporting
- The effects of the recession on migration and community cohesion

It is essential reading for CD Workers and policy makers working in this field.

Resources - Point based system: what's the score?

The introduction of the new 'earned citizenship' system from July 2011 is set to make it longer and more difficult for people to qualify for British citizenship. This change will have serious implications for all non-EEA migrants in the UK. Last month, the government proposed the introduction of even more barriers to those wishing to naturalise as British citizens. Among other measures, an additional 'points test' would be added to the naturalisation process, making it a more selective system and enabling the government to have greater control over the numbers of people able to become British citizens.

Migrants Rights Network is currently campaigning against these changes which "would not only be deeply unfair to migrants in the UK but damaging to local communities and race relations". For a critique of the 'points test' for citizenship, see MRN News, August 2009, Article 1: click here.

There is a Government consultation underway and open to all responses received before the deadline of 26th October. To find details of the consultation and how to take part in it click here.

If you’d like to contact MRS about the consultation, or to discuss these measures, please e-mail Ruth Grove-White, MRN’s Policy Officer – r.grovewhite@ migrantsrights.org.uk.
